🇷🇺 Your income may affect your Russian residence permit (RVP or VNZh) In my previous posts, I explained how Russia is introducing new income verification procedures and additional documentation requirements for foreign nationals. But the changes go beyond work permits and employment contracts. 📌 From 1 January 2027, insufficient officially documented income may also become grounds for cancelling a Temporary Residence Permit (RVP) or Permanent Residence Permit (VNZ). Under Federal Law No. 241-FZ, the authorities will assess whether foreign residents have qualifying income sufficient to support themselves and their dependent family members in Russia. The required amount is linked to the regional subsistence minimum, an applicable regional coefficient and the number of dependants. 📌 What does this mean in practice? If a foreign resident does not engage in qualifying employment or entrepreneurial activity, or their qualifying income falls below the applicable threshold, their RVP or VNZ may be at risk. However, this is not an automatic cancellation rule. The law provides exceptions for certain categories, including eligible students, pensioners and other specified individuals. There are also provisions protecting certain residents who change employers within the prescribed period. 📌 Why is tax compliance so important? Your contracts, actual income and tax reporting need to tell a consistent story. This applies whether you: ▫️Work under an employment contract; ▫️ Provide services under a civil-law agreement (GPH); ▫️ Operate your own business as an individual entrepreneur (IP); ▫️ Receive other qualifying income recognized by Russian legislation. For RVP and VNZ holders, registering as an IP can be a legitimate option for conducting business and documenting entrepreneurial income, provided all applicable tax and legal requirements are met. Simply registering as an IP, however, does not guarantee compliance. Actual business activity and properly documented income matter. @vladbukreev

🇷🇺 Russia is linking foreign workers’ tax records with their immigration status — what changes in 2027? Russia is introducing a new system that allows the authorities to verify whether foreign nationals working in the country have sufficient officially documented income. From 1 October 2026, a new verification procedure established by the Ministry of Internal Affairs (MVD) is in effect. The broader income-related requirements will apply from 2027, with certain additional provisions taking effect on 1 March 2027. 📌 What is changing? The Russian Federal Tax Service will share income information with the MVD based on employers’ tax and social insurance reporting, as well as income reported through the My Tax application by eligible self-employed individuals. For relevant categories of foreign workers, income will be assessed against a threshold based on the regional subsistence minimum, an applicable regional coefficient and the number of dependent family members in Russia. This is not a universal new minimum salary requirement. The consequences depend on the individual's immigration and employment status. If insufficient income is identified, it may affect work permits, patents, contractual relationships or the right to remain in Russia, depending on the applicable provisions. 📌 Why does this matter from a tax and contract compliance perspective? Your legal status is only part of the picture. How you earn, document and report your income is becoming increasingly important. Different arrangements require different approaches: ▫️Employment contracts: checking actual salary payments, employer reporting and applicable income requirements. ▫️Civil-law service agreements (GPH): checking contractual compliance, correct tax treatment and proper reporting of payments. ▫️Self-employment (NPD): verifying eligibility for this tax regime and accurate income reporting. ▫️Individual entrepreneur (IP): considering whether operating a properly registered business is an appropriate and lawful structure for your activities. 📌 An important opportunity for RVP holders Foreign nationals holding a Russian Temporary Residence Permit (RVP) can generally register as individual entrepreneurs (IP). This provides an option for those wishing to operate their own businesses, provide professional services and receive officially documented business income. Importantly, the new legislation expressly recognizes income from lawful entrepreneurial activity when assessing relevant RVP income requirements. However, IP registration alone does not guarantee immigration compliance. The business must be genuine, income properly documented and tax obligations fulfilled. An IP structure must not be used to disguise an employment relationship. 📌 What if the authorities question your income? Under MVD Order No. 728, an income verification may last up to 30 working days. A foreign national and their employer or customer have just 3 working days after receiving a verification notice to submit additional income information. That makes accurate contracts, tax reporting and supporting documentation particularly important. @vladbukreev
